							<div class="newsTextDataWrapInner"><p>Kuala Linggi International Port (KLIP) and China’s CCCC Dredging have signed a RM800 million (approx. $174 million) dredging and land reclamation contract for the creation of a new island in the Strait of Malacca.</p><p>Out of the 24 potential candidates and five shortlisted — three Chinese companies, one Dutch and one Belgian — the KLIP development contract was won by one of the the CCCC’s subsidiaries – CCC Dredging Southeast Asia Sdn Bhd (CCC).</p><p>The deal, confirmed by the Ministry of Transport Malaysia, was signed during the 16th Langkawi International Maritime and Aerospace Exhibition (LIMA ’23) on Wednesday, May 24.</p><p>It calls for CCCC Dredging Southeast Asia to reclaim 620 acres of new land which is needed for the development of the mammoth project called Kuala Linggi International Port.</p><p>According to a KLIP official, works on the project are set to begin before the end of 2023. It will take approx. two years to complete the works. (LBSB) menandatangani surat setuju terima (LoA) dengan CCCC Dredging Southeast Asia (CDSEA) bernilai RM800 juta.</p><p>Pengerusi Eksekutif KLIP, Tan Sri Dr. Noormustafa Kamal Yahya berkata, perjanjian itu melibatkan kerja penyambungan penambakan projek Linggi Base di kawasan seluas 251 hektar yang dijangka bermula suku ketiga tahun ini.</p><p>“Kawasan tersebut akan menempatkan ladang tangki bersaiz 1.5 juta meter padu air di atas kawasan seluas 68.8 hektar dan 53 hektar limbungan kapal untuk stesen dok kering.</p><p>“Selain itu, halaman fabrikasi seluas 24 hektar, dermaga kargo dan taman pengedaran turut dibangunkan,” katanya selepas penyerahan LoA bagi projek terbabit di Pusat Pameran Antarabangsa Mahsuri (MIEC) di sini,</p><p>Perdana Menteri, Datuk Seri Anwar Ibrahim dan Ketua Menteri Melaka, Datuk Seri Ab. Rauf Yusoh turut menyaksikan majlis itu antara Ketua Pegawai Eksekutif Kumpulan KLIP, Datuk Hishammudin Hasan, manakala Yang Hongzhou mewakili CDSEA sempena Pameran Antarabangsa Maritim dan Aeroangkasa Langkawi 2023 (LIMA ’23).</p><p>Tambah Noormustafa, pihaknya membuka tender untuk projek itu pada Mei tahun lalu dan berjaya menarik minat 24 pemain industri dari Eropah, Jepun, China dan Malaysia, sebelum tender berjaya diraih CDSEA. </p><p>“Tapak Base Linggi terletak dalam ruang air kendalian KLIP iaitu di muara Sungai Linggi dengan jarak antara 0.3 hingga 0.5 kilometer (KM) dari tanah besar Kuala Linggi,” katanya.</p><p>Sementara itu, Hishammudin berkata, projek itu kos pembangunan kasar (GDC) sebanyak RM15 bilion, manakala nilai pembangunan kasar (GDV) mencecah RM100 bilion.</p><p>“Projek itu turut membuka peluang pekerjaan dianggarkan antara 6,000 hingga 10,000 dalam pelbagai bakat dan kemahiran yang ditetapkan, selain mewujudkan zon impak ekonomi dalam radius 100KM.</p><p>“Sebaik siap kelak, Linggi base akan disambungkan ke tanah besar dengan jambatan sepanjang 0.7KM dan mampu mengendalikan kapal yang mempunyai draf sehingga 22 meter tinggi di dermaga luar,” katanya.</p><p><em>Source: <a href="https://www.utusan.com.my/nasional/2023/05/klip-cdsea-tandatangani-loa-rm800-juta/">Utusan</a></em></p></div>						</div>

							<div class="newsTextDataWrapInner"><p>LANGKAWI: The Kuala Linggi International Port expansion plan has reached a key milestone following the awarding of RM800 million contract to CCCC Dredging Southeast Asia (CDSEA) to undertake reclamation works.</p><p>The expansion, known as the Linggi Base project, involves reclaiming 250ha of land and is expected to begin by the third quarter of this year.</p><p>KLIP signed the Letter of Award (LOA) to CDSEA recently through its subsidiary, Linggi Base Sdn Bhd (LBSB).</p><p>The LOA document exchange between both companies was held during the Langkawi International Maritime and Aerospace exhibition 2023 (Lima &#8217;23) in the presence of Prime Minister Datuk Seri Anwar Ibrahim.</p><p>KLIP was represented by its group chief executive officer Datuk Hishammudin Hasan while CDSEA was represented by its managing director Yang Hongzhou.</p><div id="div-gpt-ad-1535527649803-0"> </div><p>Present were Transport Minister Anthony Loke, Melaka Chief Minister Datuk Seri Ab Rauf Yusoh and KLIP executive chairman Tan Sri Dr Noormustafa Kamal Yahya and chairman Tun Khalil Yaakob.</p><p>Noormustafa said KLIP had started a tender exercise for the reclamation works in May 2022.</p><p>&#8220;The exercise drew the interests of 24 industry players from Europe, Japan, China, as well as Malaysia. Five companies were selected for the final evaluation and CDSEA emerged as the eventual winner due to its strong credentials as the biggest dredging company in the world,&#8221; he said.</p><p>Meanwhile, Hishammudin said the creation of the reclaimed island, which has gone through all the necessary studies and assessments, as well as obtaining the required governmental approvals, is estimated to cost RM1.4 billion.</p><p>He said the Gross Domestic Cost (GDC) for the whole development was estimated at RM15 billion, whilst Gross Development Value (GDV) will be worth RM100 billion.</p><p>&#8220;We will generate foreign exchange earnings for the nation. On top of our current contribution, upon completion, our expansion will further create 6,000 to 10,000 new jobs from middle to high-income job opportunities of various talents and set skills.</p><p>&#8220;Linggi Base will create an economic impact zone within a 100km radius. This area will prosper. InsyaAllah (God willing),&#8221; he said.</p><p>Hishammudin said once the expansion project was completed, Linggi Base will be connected to the mainland by a 700m-long bridge and will be able to handle ships with a draft of up to 22m at the outer berth, as well as equipped with facilities for cargo handling, storage and transhipment.</p><p>&#8220;The water depth of the port ranges between 25m and 55m within the port limit, making ours one of the deepest ports in the country,&#8221; he said.</p><p>Hishammudin added that the expansion was in line with the projected growth of traffic plying through the Straits of Malacca doubling to 200,000 vessels annually by 2030. </p><p><em>Source: <a href="https://www.nst.com.my/news/nation/2023/05/913841/kuala-linggi-international-port-awards-rm800m-reclamation-work-chinas">NST</a></em></p></div>						</div>

							<div class="newsTextDataWrapInner"><p>KUALA LUMPUR (May 24): Kuala Linggi International Port (KLIP) and its related companies have awarded an RM800 million contract to China’s CCCC Dredging Southeast Asia for reclamation works which will lead to the development of a 620-acre island off the coast of Malacca. </p><p>The contract to CCCC Dredging Southeast Asia was firmed up and awarded at the 16th Langkawi International Maritime and Aerospace Exhibition (Lima&#8217;23) on Wednesday (May 24), witnessed by Prime Minister Datuk Seri Anwar Ibrahim, Transport Minister Anthony Loke Siew Fook, and KLIP chairman and former Malacca chief minister Tun Khalil Yaakob, among other dignitaries.</p><p>CCCC Dredging Southeast Asia is a subsidiary of China’s CCCC Dredging (Group) Co Ltd, one of the largest dredging companies in the world.</p><p>CCCC Dredging Southeast Asia pipped four other companies — two other Chinese parties, a Dutch bidder and a Belgian outfit — that were shortlisted from an initial 24 candidates which had expressed interest to build the island.</p><p>Dredging at KLIP is likely to commence in the third quarter of the year and will be undertaken in stages.</p><p>KLIP group CEO Datuk Hishammudin Hasan said: “This area (KLIP in Malacca) will prosper. Once the expansion project is completed, Linggi Base (the project) will be able to handle ships with a draft of up to 22 metres at the outer berth, and will be equipped with facilities for cargo handling, storage and transhipment. The water depth of the port ranges between 25 and 55 metres within the port limit, making ours one of the deepest ports in the country.”</p><p>“Linggi Base will create an economic impact zone of a 100km radius; generate foreign exchange earnings for the nation; create 6,000 to 10,000 new employment opportunities once the expansion is completed,” he added.</p><p>In a nutshell, the plan for the 620-acre artificial island involves the development of a 170-acre, 1.5 million cu m tank farm, a 60-acre fabrication yard, a 131-acre shipyard to undertake dry docking, a cargo wharf and a distribution park. The development is estimated to cost RM15 billion, with a gross development value of RM100 billion.</p><p>Towards this end, KLIP had in early January this year inked a memorandum of understanding with Anhua Haotong Energy (Shenzhen) Co, for the Chinese company to invest in the development, construction, and operations of the tank farm storage, ship repair yard and fabrication yard.</p><p>According to KLIP’s Hishammudin, talks with Anhua Haotong Energy are still ongoing.</p><p>KLIP has three licences — firstly to operate a bunkering facility, second as a port of refuge, and third for an industrial port, which is being built now.</p><p>As part of its initiative to offer bunkering facilities, KLIP had inked a service agreement with Euronav NV in November 2019. Belgian shipping giant Euronav has a fleet size of more than 70 vessels, and undertakes ship-to-ship transfer activities at KLIP.</p><p>Some of KLIP’s clients for its bunkering business include large oil and gas outfits such as BP, Shell, ExxonMobil Corp, Vitol, Petron, Chevron, Eni, Aramco, Trafigura, Repsol, Maersk Tankers and national oil corporation Petroliam Nasional Bhd (Petronas).</p><p>Some 100,000 vessels ply through the Straits of Malacca annually, accounting for 75% to 90% of all energy shipments to North Asia. Half of global container cargo and 25% of all oil shipments between the Middle East and Asia, go through the strait.</p><p>Some maritime agencies estimate that the number of vessels plying the Straits of Malacca will double to 200,000 by 2030. 							<p><b>THE Kuala Linggi International Port (KLIP)</b> will see an expansion of an additional 251ha of reclaimed within the vicinity of the Sungai Linggi, land 60km north of Melaka Historical City. </p><p>It is set to create 6,000 new jobs, as well as attract RM15 billion in both domestic and foreign direct investments. This development is also foreseen to benefit Melaka through the spill-over effect from the marine ecosystem on the hand-standing marine infrastructure.</p><p>With traffic plying through the Straits of Malacca set to double to 200,000 annually by 2030, TAG Marine Sdn Bhd (TMSB) executive chairman Tan Sri Dr Noormustafa Kamal Yahya said the expansion will provide much-demanded facilities such as oil storage and blending, ship repairs, fabrication and other client-driven solutions.</p><p>“With the Straits of Malacca’s strategic location and the growing demand among ship operators, our expansion is a natural progression.</p><p>“KLIP’s expansion will also address the International Maritime Organisation’s concern, which is giving impact on the global maritime industry that can be caused by congestion in the Straits with the choke point at the narrowest point between Tanjung Piai and Iyu Kecil, before western approaches of Singapore Straits and Philips Channel,” he told The Malaysian Reserve (TMR) recently.</p><p>With a GDV estimated to be at RM100b, we are expecting to generate a substantial GNI from forex earnings of foreign projects and GDP from local industries, Noormustafa says</p><p>The first reclamation contract, which will be awarded within the first quarter of this year, will be the first contract to be awarded after 15 impact studies are conducted and received the necessary approval for the construction of the port from the federal government.</p><p>TMSB shortlisted five international companies for the project with companies from China, the Netherlands and Belgium showing interest.</p><p>KLIP began its journey in 2006 as the first and largest industrial port in the region, operated by TMSB. The gazetted port limit covered an area of 45 sq nautical miles, equivalent to 180 sq km of water column off the coast of Kuala Sungai Linggi. Upon obtaining the port limit approval from the Marine Department to operate KLIP in 2006, TMSB went on to develop the port from a minor landing place for barter trading crafts and fishing vessels into a thrivin In 2017, following the success of the offshore seaport, the government granted the extension to an area equivalent to 30km long and 10km at its widest.</p><p>Linggi Base will be connected to the mainland by a 700m long bridge and will be able to handle ships with a draft of up to 22m at the outer berth, as well as equipped with facilities for cargo handling, storage and transhipment. The water depth of the port ranging from 25m to 55m within the port limit making it the deepest port limit in the country.</p><p>“The creation of the reclaimed island will realise KLIP’s holistic offerings as a sustainable industrial port, bunkering hub and port of refuge situated on the busy Straits of Malacca. Among the key features of the reclaimed island include a tank farm, shipyard, cargo wharf and fabrication yard.</p><p>“With a gross development value (GDV) estimated to be at RM100 billion, we are also expecting to generate a substantial gross national income (GDI) from foreign exchange earnings of foreign projects and GDP from local industries,” Noormustafa said.</p><p><b>Strategic Location</b></p><p>Strategically located between other major shipyards, KLIP will be able to provide good marine support services to ships passing through the Straits of Malacca and is set to become Malaysia’s premier industrial port.</p><p>It is an extension at sea of the 16-year-old KLIP operating — lightering services of various liquid bulk and gas cargo involving some of the largest ships in the world.</p><p>“KLIP stands to benefit not only from its Malaysian domain but also from the mani-fold synergy to be derived from current operations,” Noormustafa added.</p><p>The extension of KLIP will also contribute to the development of Kuala Linggi, from a rural town to a maritime city with greater facilities and neighbourhoods.</p><p>This will improve the livelihoods of the locals, especially small business operators who are engaged in activities related to the port, as well as other indirect small businesses that are positively affected by the development</p><p>of this port including food business operators, retail outlets and others. It will also have a positive impact on the tourism sector, as it will make Kuala Linggi a more attractive destination for tourists in the long term.</p><p><b>The Man Behind KLIP’s Success</b></p><p>Noormustafa has a doctorate in business administration from the Collegium Humanum Warsaw Management University and a BSc in Nautical Studies (UK). He is a member of the Chartered Institute of Transport.</p><p>At the former, he wrote a thesis on the development of the natural port.</p><p>Noormustafa, 61, began his career at sea in 1980 as the first batch of liquefied natural gas (LNG) apprentices at the Malaysia Maritime Academy (ALAM) for MISC Bhd’s first LNG carrier project.</p><p>He has been involved in various shipping and marine industry-related operations, including supply and management of tugboats to the Port of Singapore, management and operation of salvage ships with Salvindo Pte Ltd, and management and consultancy of marine-related projects.</p><p>He also dealt extensively in the import and export of unitised cargo with Shamsul Holdings Sdn Bhd, as well as the construction of a Breakwater for Kerteh Port with Penta-Ocean Construction Co Ltd, among others.</p><p>In recognition of his technical, management, leadership and business experience, Noormustafa was appointed as ALAM alumni president and ALAM council member of the advisory committee on student affairs and education matters in 2005.</p>						</div>

<p>THE small town of Kuala Linggi in Melaka will soon be bustling with activity if a RM750 million project to reclaim 620 acres of land, forming an island in the Strait of Malacca, takes off as planned. And this could happen as early as in the first quarter of next year.</p>
<p>Plans for the artificial island include a 170-acre, 1.5 million cu m tank farm, a 60-acre fabrication yard, a 131-acre shipyard to undertake dry docking, a cargo wharf and a distribution park. The project is estimated to cost RM15 billion to develop and will have a gross development value of RM100 billion.</p>
<p>Steering the mammoth development called Kuala Linggi International Port (KLIP) is TAG Marine Sdn Bhd executive chairman Tan Sri Noormustafa Kamal Yahya, who was a seafarer in the 1980s and among the first batch of cadets from Akademi Laut Malaysia or ALAM. TAG Marine is the operator KLIP.</p>
<p>“I was a seafarer, I have sailed the seven seas. I know what shipping companies and oil majors need. I am building this [KLIP] to cater to their needs, so I’m sure it will take off,” he tells The Edge in an exclusive interview.</p>
<p>On concerns that the proposed project could end up as a white ele­phant, he replies: “I can’t afford a white elephant. Everything we have done, everything we have created, is from internally generated funds. We started small and rolled over whatever profits we made.”</p>
<p>Since 2006, about RM900 million have been invested in KLIP’s infrastructure and assets, including 12 tug boats that cost a total of RM500 million and other supporting assets. Unlike the other terminals in Malaysia, Kuala Linggi is a natural port that does not require dredging.</p>

<h3>The merits of KLIP</h3>
<p>KLIP has a port area of 255 sq km, giving it the largest operating area on the Strait of Malacca. This, coupled with a draft of up to 55m, allows the terminal to accommodate the largest vessels in the world.</p>
<p>Noormustafa says the plan is similar to that of offshore island Pulau Bukum in Singapore. Pulau Bukum is leased out to Shell plc, which operates two terminals — Shell Pulau Bukom and Pandan Distribution Terminal — there.</p>
<p>“We commissioned Royal Haskoning (a maritime project development and viability consultancy) to undertake preliminary studies and the preliminary master plan. We also engaged DHI, another big name, to undertake environmental and hydro studies, and we have completed the environmental impact assessment, bathymetric data verification, coastal marine offshore assessment, wildlife management plan, marine ecosystem offset, hydraulic study and fisheries impact assessment.</p>
<p>“After this, we will start the ball rolling with our reclamation project. We have shortlisted five (out of 24) candidates from an international tender for the reclamation works — three Chinese companies, one Dutch and one Belgian company.</p>
<p>“I am looking to award the (reclamation) contract by December [or] latest in January next year. Construction work should take two years. Taking into consideration all the factors, we hope to commence operations [on the reclaimed land] in 2027,” Noormustafa says.</p>
<p>Adds KLIP CEO Datuk Hishammudin Hasan, “If this weren’t a viable project, these big companies would not show any interest. This [KLIP] is not a new port, mind you. It has been operating since 2006, or for almost 20 years. When the port area was gazetted and designated in 2006, we took some time with this large development because of the many studies we had to do, but now we are going to take it to the next level.”</p>
<h3>Making the news internationally</h3>
<p>Noormustafa says KLIP has three operating licences: one to operate a bunkering facility, another as a port of refuge, and the third for an industrial port. While the first two, bunkering and refuge, are already being utilised and generating revenue, the third, which involves building an industrial port, is underway.</p>
<p>While Malaysians may not be aware of what is happening at KLIP, Singapore Senior Minister of Transport Josephine Teo had in January 2017 been asked in parliament if KLIP might have any impact on the country’s status as a regional shipping hub.</p>
<p>While Teo brushed off concerns of KLIP being a threat, saying that the fledgling terminal was only slated to store 1.5 million cu m of oil versus Singapore Port’s 20.5 million cu m, the city state is understood to be watching developments at KLIP closely.</p>
<p>KLIP has secured as clients large oil and gas players such as BP, Shell, ExxonMobil Corp, Vitol, Petron, Chevron, Eni, Aramco, Trafigura, Repsol, Maersk Tankers and national oil company Petroliam Nasional Bhd, which may lease KLIP’s tanks and utilise its dry-docking facilities and other services in the future.</p>
<p>“Recall in March 2021, when the 20,000 20-foot equivalent unit (TEU) container ship Ever Given got stuck in the Suez Canal? The losses were huge during the six days the waterway was closed, as more than 400 ships could not pass the canal. It is estimated that the losses were in the range of US$14 million to US$15 million per day, and US$6 billion to US$10 billion in estimated losses to global trade. Any hiccup at any choke point can set global trade back by billions,” says Noormustafa.</p>
<p>It is worth noting that four times the number of vessels that utilise the Suez Canal ply the Strait of Malacca. This amounts to more than 100,000 vessels using the water­way annually, accounting for 75% to 90% of all energy shipments to North Asia. Fifty per cent of global container cargo, and 25% of all oil shipments between the Middle East and Asia, go through the strait.</p>
<p>Figures from the United Nations Conference on Trade And Development (Unctad) show that global trade hit a record high of US$28.5 trillion in 2021, out of which 70% or US$19.95 trillion was via sea transport, and US$11.4 trillion, or 40% of global trade, plied the Strait of Malacca. In the first quarter of 2022, according to Unctad, global trade ballooned to US$7.7 trillion, which annualised would mean global trade of US$30.8 trillion in 2022.</p>
<p>Some maritime agencies estimate that the number of vessels plying the Strait of Malacca will double to 200,000 by 2030.</p>
<p>“We are offering a solution that can help prevent any untoward incidents at choke points. With our deep draft, we can divert some of the large tankers here,” says Noormustafa.</p>
<p>Since 2006, Noormustafa and TAG Marine have invested in excess of RM900 million in KLIP. Some of the initial seed capital came from a RM5 million investment by MIDF Venture Capital.</p>
<p>Companies Commission of Malaysia data shows that TAG Marine has a paid-up capital of RM100 million, with total assets of RM191.72 million and total liabilities of RM24.56 million as at end-March 2021.</p>
<p>For its financial year ended March 2021 (FY2021), TAG Marine registered a net profit of RM11.13 million on revenue of RM11.95 million. In FY2020, the port operator chalked up a net profit of RM9.43 million on revenue of RM110.03 million.</p>
<p>TAG Marine’s shareholders are NMKAY Holdings Sdn Bhd, with 74.67% equity interest, Noormustafa with a direct 13.03% stake, Business Ocean Holdings Sdn Bhd with 10.62%, and Mohd Zanif Hashim and Agritrade Global Holdings Ltd holding the remaining 1.68%.</p>
<p>Considering NMKAY, which has a paid-up capital of RM150 million, is wholly owned by Noormustafa, this brings his total stake in TAG Marine to 87.7%.</p>
<p>When asked how many vessels KLIP hopes to handle in a year, Hishammudin says: “About 3% of the 200,000 vessels slated to ply the waterway. That is what we are targeting.”</p>
<p>Another entity, Linggi Base Sdn Bhd, which is the master developer of KLIP, has already been set up with a paid-up capital of RM50 million. Its shareholders are NMKAY, which has 90% equity interest, and Noormustafa with 10%.</p>
<p>Things seem to have started well for KLIP. Giant Belgian tanker operator Euronav NV, which has a fleet size of more than 70, is undertaking ship-to-ship transfer activities at KLIP, having signed a service agreement in November 2019 for the Malaysian port to be its low-­sulphur marine fuel supply base. KLIP also supplies crews and provisions for all of Euronav’s vessels plying routes east of the Suez Canal.</p>
<p>“We have not been in the news in Malaysia, but internationally, among the oil and gas and the LNG fraternity, we are well known,” Noormustafa says.</p>
